Mr. Milton Parmenio dos Santos Reis’ has a master’s degree in Monetary and Financial Economics from the Faculty of Economics and Business Sciences (FCEE) of the Catholic University of Portugal (UCP), and a bachelor’s degree in economics from the Faculty of Economics and Management (FEG) of the Catholic University of Angola (UCAN).From 2024 to the present, he is Secretary to the President of the Republic of Angola for Economic Affairs, before that he was Secretary of State for Planning appointed in 2020.


Walter Matekane is Director of Macroeconomic Policy at Botswana’s Ministry of Finance, with 18 years’ experience in economic policy, forecasting, and fiscal analysis. He previously led insurance and pension policy and finance administration roles. He holds an MSc in Economics and Econometrics from the University of Essex and served as Botswana’s IMF Alternate Governor.


Pontien Ntimpirangeza, a doctor of economics specializing in rural economics, innovation, and the environment, is a senior economic advisor to the government and chief of staff for economic affairs at the Prime Minister's Office. A teacher since 2005 in Burundi and abroad (CAR, DRC), he remains attached to the ENA and plans to resume his studies after his term.

Elung Paul Che is Deputy Secretary General at the Presidency of Cameroon and former Minister Delegate of Finance. He previously led the Hydrocarbon Prices Stabilization Fund and held senior roles in treasury, auditing, and financial regulation across BEAC, COBAC, and CEMAC, with extensive experience in public finance and monetary policy.

Gilbert Poumangue, from the Central African Republic, has decades of experience with UNDP, serving as Deputy Resident Representative and leading regional programs across 23 African countries. Since 2018, he has been Minister-Adviser to the Presidency, focusing on partnerships with development and financing institutions. He holds advanced degrees in economics, banking, and finance.


Suleiman Adam Torgudi is Economic, Finance, and Trade Advisor to the President of Chad. Formerly Treasurer Paymaster General, he is an Administration Inspector specializing in public and corporate finance. He holds a master’s degree in financial administration from the University of Ottawa and is fluent in French, English, and Arabic.

Sali Sanou is an economist and advisor in Côte d'Ivoire’s Prime Minister’s Office, specializing in economic policy, governance, and partnerships with institutions like the World Bank. She holds degrees in mathematics, statistics, economics, and finance from ENSEA, University of Paris II, and University of Montreal, where she also lectured in economics.

Sifiso G. Mamba is Chief Economist for the Kingdom of Eswatini, a role he has held since 2021 after nearly 30 years in government. He has served across multiple ministries with expertise in capital budgeting, project evaluation, and policy development. He holds degrees in economics, statistics, and agricultural economics.

Nyembwe Musungaie is Senior Advisor to the President of the Democratic Republic of Congo on economy, finance, trade, and state enterprises. A professor at the University of Kinshasa and Visiting Professor at the Catholic University of Louvain, he is also an author and consultant with extensive experience advising the Ministry of Finance.


Owono Edu is Economic Advisor to the President of Equatorial Guinea. Trained in economics in Ukraine, he has served in several ministerial roles, including Budget, Finance, and Mines between 2003 and 2015. His extensive leadership in economic and fiscal policy informs his current advisory role at the highest level.

Mr. Seth Terkper is the Advisor on Finance and Economy to the President of Ghana. Previously he served as Ghana's Minister of Finance (2013 - 2016) and Deputy Finance Minister (2009 -2012). His extensive background includes his role in negotiating Ghana’s Extended Credit Facility (ECF) program with the IMF in 2015, and steering efforts to introduce policies such as the Energy Sector Levy Act (ESLA) to address energy sector debt.

Mr. Alieu Loum is the Deputy Chief of Staff and Chief Economic Advisor to the President of The Gambia. He plays a key role in coordinating the National Economic Council and the President’s Delivery Forum. His work focuses on leading strategic policy initiatives and ensuring their effective implementation to support national economic development. As a senior advisor, he helps shape policies aimed at promoting sustainable growth and improving public service delivery.

Mr. Jose Carlos Casimiro has 38 years’ experience in public administration in Guinea Bissau (Ministry of Finance and Economy), international institutions including projects financed by the WBG and AFRI Care – an American nonprofit organization. He is a former Economic Adviser to the PM, former Secretary of State, and former Minister in charge of the Economy, Planning and Regional Integration of his country prior to his appointment as Economic Adviser to the President of Guinea Bissau.


David Ndii is Chairperson of Kenya’s Presidential Council of Economic Advisors and architect of the Kenya Kwanza manifesto’s bottom-up economic model. He previously advised Rwanda, led Kenya’s 2003 Economic Recovery Strategy, and co-founded the Institute of Economic Affairs. He holds economics degrees from the University of Nairobi and Oxford.

Mr. Morley P. Kamara is the Senior Economic Advisor to the President of Liberia. Prior to this, he spent several years at the United Nations and the private sector. In Liberia, he founded a grew a diverse business organization with annual income turnover of over $60 million per annum. He also had stints with Google.

Dimby Rakoto is Director of Economic Studies at Madagascar’s Ministry of Economy and Finance, advising on policy, private sector development, and public investment. A Fulbright Scholar, he holds master’s degrees in macroeconomics from the Catholic University of Madagascar and in international economics and finance from Brandeis International Business School.

Bangura is Chief Economist at Sierra Leone’s Ministry of Finance, with over 25 years’ experience in economic policy, fiscal management, and development planning. He advises on macroeconomic frameworks and oversees divisions including debt, revenue, and tax policy. He previously directed the Economic Policy and Research Unit for 15 years.

Anumu Edem Ketoglo has served as Economic Advisor to the President of Togo since 2020. A longtime official in the Ministry of Economy and Finance, he led macroeconomic modeling and co-directed Togo’s GDP rebasing and transition to the 2008 SNA. He holds master’s degrees in economics, management, and public administration.

Formerly Executive Director of ZIPAR (2011–2021), she has served on the Bank of Zambia’s Monetary Policy Committee, the Economics Association of Zambia, and the Capital Markets Tribunal.
